IN reply to your Lordship's circular despatch of the 9th August, I have the honour to report that the law regulating immigration into this country refers to "Asiatics and Africans"
as being amongst those immigrants to whom the authorities may refuse permission to land, should they think fit.
The Constitution of the republic places all inhabitants of the country on the same footing in respect of land-owning rights.
